I received a message from the Frandsen Bank (Minnesota) that they performed an upgrade. Upgrade instructions say to 'deactivate' the account from the 'Edit Account/Online Services' tab. I do not have that option. Yes, my quicken is up to date.

    Hello @m2consultingmn,

Could you please provide a screenshot of the "Online Service" tab and show us what you see there? If needed, please refer to this Community FAQ for instructions on how to attach a screenshot. Alternatively, you can also drag and drop screenshots to your response if you are not given the option to add attachments.

    Thank you!

When you do TOOLS, Account List … what shows in the "Transactions Download" column across from this bank's accounts?

Because the graphic you presented indicates that those accounts aren't currently set up for download. Which is why there's no button to de-activate them.

Try using the "Set up now" button to activate the accounts. But take a Backup first, just in case.
