Fidelity download issue with HSA account

I have several accounts at Fidelity and suddenly in the last couple of weeks, the HSA account no longer downloads any transactions. Brokerage and retirement seem to be fine, just the HSA. No errors in Quicken, it connects and say 0 transactions downloaded. But there are transactions that have cleared and completed processing in the Fidelity account that SHOULD be getting downloaded and simply are not. Anyone else seeing this behavior? I see alot of posts about errors when downloading from Fidelity, but this is different. No errors, it's more like Quicken is just not detecting posted transactions for this one type of account.

What is Quicken doing to fix the issue? I have continuous issues with Quicken not downloading my Fidelity account information correctly over the past 2-3 months. This Fidelity HSA issue is just another one to add to the list.

I have the same issue. As of now only my HSA account from fidelity doesn't download any transactions. No errors at all just no transactions. I have tried resetting my account and nothing. My other Fidelity accounts download fine. What is quicken doing to fix this?

As far as I am aware, currently, there is no indication from Fidelity that they plan to change the way these HSA accounts are handled.

The issue is with how the information is sent to us from Fidelity. Fidelity does not send transaction descriptions for these accounts. Because a transaction description is a required field, these transactions cannot be processed. Fidelity is aware and, at this time, has not provided any information or dates on whether they plan on changing this or not.

In the meantime, we recommend that you manually update balances for your Fidelity HSA accounts in Quicken. You can also bookmark the Announcement to be notified of any changes.

I continue to have the same issue for the past several months. Why is Quicken not addressing this directly with Fidelity? Manually entering data is an unacceptable solution. The only reason I use Quicken is to bring ALL of my finances together each week. If problems exist, I expect Quicken to step in and resolve as part of my paid subscription. Please escalate priority on resolving this issue.

The Community Announcement makes this issue sound benign (Kristina) says "you will just have to update your cash balances manually". Oh gee if this were only the case. I just spent over an hour redeeming a CD and 6 other corporate spinoff transactions all done manually. I'm almost certain I am screwing up my HSA accounts data. The longer this goes on the harder it will be to sort out. How long is this going to go on? Do we need to consider rolling to another Investment account provider? other than Fidelity? Also no updates in over a month? Quicken is not inexpensive - we should hear if any progress is being made (or not) so we can make decisions ourselves. Paying customers being left in the dark for extended periods with no progress reports is assinine

Whether or not you should move your account to a different institution is not something I can advise you on. I can say, Fidelity has not shared any intentions on changing/fixing this, at this time.

The announcement has not been updated because we have not received any update/indication of change from Fidelity. I am sorry if you feel you have been left in the dark. We have provided all of the information that we have available to us.

To clarify, this is a longstanding issue with Fidelity's Express Web Connect (EWC) connection with Quicken. The transaction data was not being sent on the EWC connection before 1 October, but most people weren't impacted by it because they were using the Direct Connect connection.

@Quicken Kristina Other users and I have observed that downloads for Fidelity HSA accounts worked but with some incorrect and duplicate transactions shortly after converting to the EWC+ connection at the end of September. After an OSU on 10/4, my HSA account showed a red flag but no new transactions. The Online Center for the HSA account showed an ETF dividend and a Buy of the money market fund. I was able to flush these transactions out by enabling Auto accept.

Since then I have received no new HSA transactions, but the share balances are updating correctly.

It appears that this issue is not entirely caused by the EWC+ conversion. Something changed in October that stopped the transactions from being downloaded.

Hi Kristina, thank you for clarifying that this problem arrived with Express Web Connect. Was Fidelity providing transaction descriptions with Direct Connect and simply stopped with EWC? Or was Quicken able to download these transactions without descriptions when using Direct Connect, but is unable to process the similar data in EWC? If we have a better understanding of what data changed, we may be able to exert some influence with Fidelity.

My experience was that Fidelity HSA accounts worked flawlessly with Direct connect and as I said above they downloaded transactions via EWC+ for a short time after the EWC+ conversion, then stopped working in early October.

I agree Jim that the HSA accounts worked flawlessly with Direct Connect. And I'm hoping Kristina can help us understand the difference in data that Fidelity was providing with Direct Connect versus what Fidelity is now providing with EWC+. I.e. was Fidelity providing Transaction Descriptions with Direct Connect, but is no longer providing that data field? Or was it optional with Direct Connect and Quicken now requires it with EWC+?

Direct Connect was a connection directly between the financial institution's server and Quicken. Express Web Connect+ (EWC+) goes through the aggregation service provider.

As I understand it, the problem with the EWC+ connection is that the financial institution is sending the data, but the formatting is not compatible with the aggregation service provider's requirements, which prevents the data from making it to Quicken.

It would seem the HSA data/transactions would be the same? Or is Fidelity simply treating the data from HSA accounts differently? Again, I'm continuing to ask in hopes that we, customers of Fidelity, may be able to exert some influence on their response or lack of response. And if Fidelity simply tells me 'Quicken needs to fix their end', I would like to have enough specific information when discussing this problem with Fidelity to argue otherwise.

I've been pretty sure from the start that this is all about HIPAA concerns and potential health information in HSA transaction details (just knowing where someone spend money for their health condition can tell you things about their situation). Most likely, either very conservative compliance lawyers at Fidelity, or specific concerns related to cases where the HSA is associated with an employer health plan. That's been the obvious explanation for while … and this comment in the other thread, from someone (kdierking) who chatted with Fidelity, tends to confirm it. (The text below appears to be what the Fidelity representation told kdierking.)

Alright, I just looked into it a bit further and it appears that HSA accounts are not currently available to be ported into Quicken. From the information I have, it seems that certain information typically required by Quicken for importing those accounts includes information that could be highly sensitive data that we are not allowed to share. We are attempting to find a solution by working with Quicken, but they are unavailable for the time being.

What's happening under the covers in unclear to me … maybe Fidelity is unwilling to send any transaction level information; maybe they are sending it but in a different form (missing some fields, for example) from non-HSA accounts which is causing Quicken to reject it; maybe something else.

I think the most likely path forward is for people who want this to request it from Fidelity (as I have done). They're likely to be more responsive. Quicken has not, for a very long time, been willing to accept any ownership of download integration (with any financial institution). If Quicken's systems are failing, Quicken will fix them. Other than that, they are willing to pay staff to post in these threads "no change yet", but they are not willing to make successful integration their responsibility (i.e. they do not accept ownership of getting to a solution even if the problem isn't primarily on their end).

As a data point, I don't know exactly when I switched away from Direct Connect, but I have a 10/3 HSA transaction that did download, so that confirms it was still working at least on 10/3. (I have a 10/6 transaction that did not download, but that doesn't mean it was broken on 10/6 ... it could have broken after 10/6 but before I next attempted a download.)

@qc001 You have a good point here. With Direct Connect (DC) the HSA transactions were encrypted and sent directly to the Quicken user, so any privacy concerns would be essentially the same as the user accessing the HSA website.

But with the new EWC+ connection method, the HSA transactions are sent to Quicken's aggregator, which processes and stores them before sending them on to the user. I suppose this might cause Fidelity some HIPAA privacy concerns.

I would think, however, that with a suitable agreement by the user that it is OK to share the data with the aggregator, these concerns should not be insurmountable.

My Fidelity HSA transactions just downloaded today for the first time in months. I didn't do anything new/different. Something has changed at Fidelity, Quicken or Quicken's aggregator. I hope this is a permanent fix.
