Every time I try to sync my accounts manually or automatically when I close Quicken, I get Client side error Http-403 it says to try again later but has been happening for days now

Does this happen only when syncing while closing Quicken, or does it happen any time you try to sync?
Do you use a VPN, antivirus, or firewall that may be blocking communication? If you do, try pausing it before syncing to the cloud.

I'm also having this error, every time I try to synch. I've had an issue for more than a week. It appears to be every time I attempt a one-step update.
My data is stored on my C: drive at C:\\Ann's Stuff\QuickenData\Kelley. I don't believe any pop-up blocker or VPN is in use. I deactivated an account (Bank of America) and re-activated. It appeared to have connected, and said it had downloaded many transactions, but then, when I tried to look at the account, I got the HTTP-403 message. I also noted that none of my other accounts appear to have updated. I'd like help with this issue. It seems to be the same as the other person had.
