Considering Using Quicken Deluxe

I plan to use Quicken Deluxe but wish to enter my transaction manually.
But, when I install it I want to download my bank's transactions and then turn off any downloading with Quicken.
What steps do I need to take to accomplish this?

Thank you for reaching out to the Community with this question. To download your transactions into Quicken, you would need to connect the accounts. To do this, navigate to Tools>Add Account, then follow the prompts.
Once you have downloaded the information you need, if you want to prevent Quicken from downloading any further transactions into your account, backup your Quicken file, then deactivate the accounts.
Once you have deactivated your accounts, you can make sure none of them are still connected by navigating to Tools>Account List and looking at the Transaction Download column. If any accounts are still connected, it will say Yes and show the connection method in parenthesis.

So I understand that when you first set up your bank account(s) in Quicken you want to have the transactions downloaded. Once they are downloaded you want to stop the downloading from occurring, again. Am I correct?
Assuming I am correct:
- TO ADD THE ACCOUNT(S) TO QUICKEN WITH INITIAL DOWNLOAD OF TRANSACTIONS: Tools > Add Account > select/type in the name of the Financial Institution > follow the prompts > when prompted what to do with the downloaded data > select Add….unless you had previously added the accounts into Quicken manually in which case you would Link the download(s) to the account(s) you had manually added to Quicken.
- TO STOP FUTURE DOWNLOADING: Account Register > upper right Gear icon > Edit Account Details > Online Services tab > Deactivate.
That's it. No additional downloading will occur in the future.

I went to renew my subscription but I was unable to change it from Starter to Deluxe.
I stapped when I did see a link to change subsription.
Any ideas?

Have you actually bought Deluxe? Did you you the same Quicken ID when you bought Deluxe? Have you done a download into your existing Quicken?
