How to protect data from being changed when upgraded
"Set pw when modifying transactions" …… Does this prevent changes to the data when upgraded for the whole database or just the file.?

The “Set password when modifying transactions” setting is specific to each Quicken data file. That means if you have it enabled in one data file, it won’t automatically apply to another data file you open.
If by “upgraded” you mean installing a new Quicken update/release, this setting should remain applied in that data file, and shouldn't be affected by updating Quicken.
If you mean upgrading your subscription (for example, from Deluxe to Premier), the setting should also remain applied in the data file where you set it. Upgrading your subscription should not change or remove this setting within that data file.
So in short: it’s data-file specific, and normal updates or subscription upgrades should not remove it.

BUT NOTE that there's a long standing bug in Q, the precise cause of which hasn't yet been determined, that if you change download methods into an account (say, Direct Connect to Express Web Connect or any other change) OR if you "RESET" an account that you download, the "Opening Balance" in that account might inadvertently get changed.
Which is why it's recommended that for any downloaded banking (not investment) accounts, you save the correct Opening Balance in the Memo field of that transaction also.
That way, if there's a problem with reconciling the account, you can take a quick look at the OB transaction and see if it got changed AND know what the correct amount should be.

With QWin the database and the file are one in the same…there is no difference.
When you set a PW to protect transactions, you also need to enter a date. The PW protection then applies to all transactions prior to and including that date. Transactions dated after that date are not protected.
Having transactions PW protection set up will require you to enter a PW every time you wish to edit any transaction in the protected date range.
From time-to-time you can update the protection-thru-date.
This setting is intended to prevent you from accidentally entering changes to older transactions that you do not want changed without serious consideration.
I have no idea if it would protect those transactions from a Quicken Classic/QMobile/QWeb data sync issue or version update issue that might occur from time to time. You could try setting it up and then monitor it to see if it provides you with more data integrity/stability for older transactions.
I think I might try setting it up myself because sometimes when changing connection methods the Opening Balance transaction dollar amount gets changed. I think it would be good to know if this setting will prevent that from happening in the future.

I have a "Set password to modify transactions" password enabled and in the past that has NOT prevented Quicken from changing my Opening Balance.
However the Release Notes for R66.11 say that Quicken now adds an adjustment transaction at a more recent date when reconnecting accounts rather than changing the Opening Balance. We'll see what impact that has.

Well, that's too bad but I've now got the PW protect set in all 4 of my primary data files. Good thing I also have the correct Opening Balance transaction dollar amounts entered into the Memo fields of those transactions so I'm covered.

Thanks for the response….Judging from the answers, I didn't make myself clear. When I download the data from Fidelity, sometimes the previous data already entered, gets changed. For example, I have to 'manually' enter data from my Fidelity statement because Quick's data doesn't agree with Fidelity. So my December & year-end agrees with Fidelity. So now in March I download the data and find that my Year-End balances have changed. It changed because the price of the security changed. This why I asked if setting up a password for the modifying a transaction would prevent this from happening …..did doesn't. I noticed that one the balanced in 2024 changed. It's a good thing I backed-up a GOOD file.
At one point, I downloaded in March so as to update Jan & Feb 2026. It would NOT enter data for Jan & Feb. Quicken support was NO help!!! I spent 2 hours on the phone with the supervisor who also consulted with his collogues ….. they could NOT figure it out. He even set up a test file …..nothing!!!
I had to retrieve a backup file and it worked. As recently as this week, after I downloaded March, my 2025 balances changed. Of course, I called support but all she could do was read from the manual. So I had to search through the data to see what change. One Fidelity account has 28 pages of data, so you can see what an effort it is to verify the data. Every time I do a one set up date, I have to check to see if the prior months changed.
If anyone knows how to "lock in" the data, Please advise.
I have so little confidence in Quicken, I'm thinking of changing software, any suggestions!!!

As the others have changed, the only "locking" Quicken has is the transaction level lock.
But one has to understand that lock is at the GUI level. It prevents you from changing a transaction, it doesn't prevent Quicken from changing transactions.
So, it should be no surprise to people once they know this that problems like changing the Opening Balance or Mobile/Web Sync, or any other time Quicken changes data in the background this lock will not block it. And note that downloading of transactions is now using the same "Sync" that Mobile/Web Sync uses to get the transactions from the Quicken Cloud dataset (which gets them from Intuit, which gets them from the financial institution).

@baddabing also note, as @Chris_QPW referenced, the QWeb & QMobile downloads can sometimes mess with existing transactions … which if you're using those features it MAY explain what you're experiencing.

I don't know what GUI level means or Qweb & Qmoble.
My solution….. not renewing my subscription!!! I can manually enter what I need and still have access to the software.

Yes, not renewing your subscription and then manually entering your data is certainly an option, particularly if your current subscription is Deluxe edition or higher. Starter is much less flexible and usable than the higher level editions.
But you should note that when your subscription expires there will be banners reminding you to resubscribe that take up about 20%-30% of the Quicken view. These banners can only be removed by resubscribing.

- QWeb = Quicken on the Web. QWeb allows you to upload and sync some of your Quicken data to your Quicken Cloud Account so it can be viewed and managed later in a web browser.
- QMobile = Quicken Mobile. QMobile allows you to upload and sync some of your Quicken data to your Quicken Cloud Account so it can be viewed and managed in a smart mobile phone.
- QWeb and QMobile are companion apps to Quicken Classic that are included at no extra cost with your subscription. When the subscription expires these companion apps will no longer be available.
- GUI = Graphical User Interface. GUI is a form of user interface that allows users to interact with electronic devices through graphical icons and visual indicators. Some examples of GUIs in Quicken are the Quicken Preferences where you tell the software what settings you want it to abide by, Account Details and, related to this particular thread, the PW Vault and Update Settings.
